The market in Uluwatu and the Bukit
Jimbaran and Uluwatu had Bali's highest hotel average daily rate in 2025, about IDR 4.8 million, and Nusa Dua the highest occupancy at 79.2% (Horwath HTL, 2026).
The Bukit peninsula in South Kuta district, Badung, covers the limestone cliffs and surf beaches of Uluwatu, Pecatu, Bingin and Ungasan, plus Jimbaran bay and the Nusa Dua resort enclave. It is Bali's fastest-rising luxury market: Colliers named Uluwatu an emerging hospitality hub in 2025, and Horwath HTL reports that the Jimbaran and Uluwatu submarket had Bali's highest hotel average daily rate in 2025, about IDR 4.8 million, while Nusa Dua had the highest occupancy, at 79.2%. Land prices vary widely, from about IDR 120 to 250 million per are on inland Ungasan plots to IDR 350 million to more than IDR 1 billion per are on the Uluwatu cliff-front (NusaBali, May 2026). The main practical risk is water: most of the Bukit has no reliable mains supply, so villas rely on trucked water at about IDR 150,000 to 250,000 per 5,000-litre load (Rumavi, 2026).
- Foreign buyers
- The Bukit draws surfers, high-end holidaymakers, Australians and Europeans, and a growing number of investors moving from Canggu in search of land and better nightly rates. Foreign buyers hold leaseholds, typically 25 + 25 years, with a median lease length above 34 years on Bukit listings (NusaBali, May 2026), or branded and hotel-managed units. Due diligence should cover water supply, steep and narrow access roads in Bingin and Balangan, cliff setbacks, and the tourism zoning and licences needed for nightly rentals.

- Agent licence
- A brokerage must be a legal entity (a PT, a single-founder PT Perorangan, a cooperative or a public corporation) with an NIB under the real estate brokerage code KBLI 68200 (being moved to KBLI 68210, real estate intermediation services, covering online and offline brokerage, according to the Trade Ministry in January 2026). Under Permendag 33/2025, which Kemendag now treats as a medium-high risk activity, the P4 must employ certified property brokers (Broker Properti) as its expert staff, use written agreements with clients and co-broking partners, file an annual activity report with Kemendag by 30 April, show its licences on its website and in its advertising, and follow e-commerce rules when it works online. Brokerage managers and property management managers must hold a work competency certificate from the National Professional Certification Agency (BNSP), issued through accredited certification bodies against the national competency standard (SKKNI), and may be registered with only one P4. The Indonesian Real Estate Brokers Association (AREBI) is the main professional body: it is running the certification drive (about 5,000 people had registered for certification by January 2026) and asks banks to work only with licensed brokers. In Bali, AREBI estimated in November 2025 that about 200 brokerage companies operate on the island, of which about 110 are registered with the association, for more than 3,000 agents, many not yet certified. - Uluwatu cliff-front and BinginThe surf and luxury core, with cliff-top villas and boutique hotels. Prime leasehold land near the Bingin and Uluwatu beaches costs about IDR 30 million or more per are per year (Bali Villa Realty, September 2026); cliff-front land trades at IDR 350 million to over IDR 1 billion per are, and 2 to 3 bedroom leasehold villas in Bingin cost about USD 280,000 to 320,000 (NusaBali, May 2026). Completed cliffside villas with full ocean views reach USD 900,000 to 2.5 million (Rumavi, 2026).
- Pecatu and BalanganMid-peninsula areas between the airport road and the cliffs, with lower entry prices: land at about IDR 200 to 450 million per are in Pecatu and IDR 150 to 350 million near Balangan beach, and a median leasehold villa in Balangan of about USD 242,000 (NusaBali, May 2026). Leasehold land costs about IDR 15 to 25 million per are per year (Bali Villa Realty, September 2026). Freehold commands an 82% premium over leasehold in Pecatu, the highest on the island.
- Ungasan and PandawaThe eastern Bukit, the cheapest entry: inland leasehold land runs about IDR 10 to 15 million per are per year (Bali Villa Realty, September 2026), interior plots IDR 120 to 250 million per are and ocean or GWK-view parcels IDR 400 million or more, with median villa prices of about USD 228,000 leasehold and USD 329,000 freehold (NusaBali, May 2026). Off-plan inland 2-bedroom villas start around USD 179,000 (Rumavi, 2026).
- Jimbaran and Nusa DuaThe established resort side of the Bukit, close to the airport, with large international hotels, golf and the state-managed Nusa Dua enclave. Nusa Dua had the highest hotel occupancy in Bali in 2025 at 79.2%, and Jimbaran and Uluwatu together the highest average rate at about IDR 4.8 million a night (Horwath HTL, 2026), which makes the area suited to branded residences and hotel-managed units rather than small private villas.
