Broker licence
Fujairah has no separate real estate regulator. Business licences are issued by the Commercial Licensing Department of Fujairah Municipality through its Rukhsati platform, and the Municipality also registers lease contracts, including leases filed by a real estate company through Ejaar.
Foreign buyers
No Fujairah law publicly opens freehold ownership to non-GCC foreigners. Laws No. 3 and 4 of 2023 cover jointly owned buildings and developer escrow accounts, not foreign ownership. Flagship projects such as Address Residences Fujairah, Naseem Al Bahar Villas and Ocean Living were sold to UAE and GCC nationals.
Fees
Fujairah Municipality issues the title deed after a sale. The fee is set according to the plot area and its land use, not as a flat percentage of the price.
