You want to start working as a property broker in Cairo. Which body keeps the official registry that real estate brokers must join before practising?
- The New Urban Communities Authority (NUCA)
- The Real Estate Publicity Department (Shahr Aqary)
- The General Organization for Export and Import Control (GOEIC)
- The Financial Regulatory Authority (FRA)
Law 120 of 1982, as amended by Law 21 of 2022, makes registration compulsory for real estate brokers, and GOEIC, under the Ministry of Investment and Foreign Trade, runs the registry. NUCA allocates land in new cities and Shahr Aqary registers titles, but neither licenses brokers.
GOEIC, President's remarks on registering real estate brokers and marketers (2025-11) A colleague asks which text set the broker types and categories for the GOEIC registry. Which one is it?
- Ministerial Decision 578 of 2025, in force since 18 January 2026
- Law 230 of 1996 on non-Egyptian ownership
- Prime Minister Decree 2184 of 2022 on developers
- Law 164 of 2025 on old rent contracts
The Minister of Investment and Foreign Trade issued Decision 578 of 2025 in December 2025. It was published in the Official Gazette on 17 January 2026 and took effect the next day. It sets four broker types (seller, buyer, dual, rental) and four categories, A to D.
Property Finder Egypt, Egypt's new real estate brokerage law (GOEIC) (2026-07) Your new agency plans to broker villa deals worth more than EGP 100,000,000 each. Under Decision 578 of 2025, which category and minimum capital apply?
- Category B, EGP 500,000
- Category A, EGP 1,000,000
- Category C, EGP 50,000
- Category A, EGP 10,000,000
Category A covers deals above EGP 100,000,000 and needs a minimum capital of EGP 1,000,000. Category B (above EGP 50,000,000) needs EGP 500,000. The capital can be held in EGP or foreign currency at the Central Bank of Egypt rate on the application date.
Property Finder Egypt, Egypt's new real estate brokerage law (GOEIC) (2026-07) You work alone and only sell apartments worth up to EGP 10,000,000. Which GOEIC category fits you, and what is its minimum capital?
- Category C, EGP 50,000
- Category D, EGP 50,000
- Category C, EGP 20,000
- Category D, EGP 20,000
Category D covers deals up to EGP 10,000,000 with a minimum capital of EGP 20,000. Category C starts above EGP 10,000,000 and needs EGP 50,000. Pick the category from the deal sizes you intend to handle, not from your current listings only.
Property Finder Egypt, Egypt's new real estate brokerage law (GOEIC) (2026-07) An agency in Sheikh Zayed mostly handles resale apartments between EGP 12,000,000 and EGP 40,000,000. Which category matches these deals?
- Category C, minimum capital EGP 50,000
- Category B, minimum capital EGP 500,000
- Category D, minimum capital EGP 20,000
- Category A, minimum capital EGP 1,000,000
Category C covers deals above EGP 10,000,000, while Category B only starts above EGP 50,000,000. If the agency later targets deals over EGP 50,000,000, it must move up to Category B and raise its capital to EGP 500,000.
Property Finder Egypt, Egypt's new real estate brokerage law (GOEIC) (2026-07) What must an individual complete first, before booking a GOEIC branch appointment to register as a broker?
- A university degree in real estate
- The GOEIC Real Estate Brokerage Practice training, with its final assessment passed
- Two years as a sales employee at a registered developer
- A licence exam at the Real Estate Publicity Department
The law requires a specialised training course, which includes reading maps and plans. GOEIC runs it online over 3 days (12 hours) for EGP 1,500, and you get the certificate only after passing the final assessment. Then you book an appointment, file documents and collect your registered broker card.
Property Finder Egypt, Egypt's new real estate brokerage law (GOEIC) (2026-07) You joined the 3 day GOEIC broker training but must miss part of it for a closing. What is the minimum attendance you need to stay eligible for the certificate?
- 50% of the training hours
- 100%, no absence allowed
- 80% of the total training hours
- Attendance does not matter if you pass the test
GOEIC requires at least 80% attendance of the total training hours plus a pass in the final assessment. Fees are not refunded, and a postponement request must reach GOEIC at least 15 days before the start date.
Property Finder Egypt, Egypt's new real estate brokerage law (GOEIC) (2026-07) A Jordanian friend who has lived in Cairo for years wants to register in his own name as a real estate broker. What does the law say?
- He can register once he holds a work permit
- He can register if he holds Egyptian residency for 5 years
- He can register in Category D only
- Individual brokers must be Egyptian nationals, and a naturalised Egyptian must have held the nationality for at least 10 years
Article 3 bis of Law 120 of 1982 requires an individual applicant to be an Egyptian national, with at least ten years since naturalisation for naturalised citizens. Residency or a work permit does not replace this condition.
Andersen Egypt, English translation of Law No. 120 of 1982 (as amended) (2026-09) An employee of a governorate housing department wants to register as a broker on the side. Can he?
- No. Government and public sector employees cannot register, and former employees must have left at least two years earlier
- Yes, if his manager gives written approval
- Yes, but only in the rental broker type
- Yes, as long as he does not sell units in his own governorate
Law 120 of 1982 bars government, local unit, public authority and public sector company employees from registration, with a two year wait after leaving service. GOEIC also lists members of parliament and the Senate among those who cannot work as brokers.
Andersen Egypt, English translation of Law No. 120 of 1982 (as amended) (2026-09) Your brokerage's commercial registration comes up for renewal in 2026. What will the registry ask for that it did not ask before?
- A NUCA land allocation letter
- Proof that the brokerage is registered in the GOEIC broker registry
- A bank guarantee of 5% of last year's sales
- A certificate from the Real Estate Publicity Department
Brokers cannot obtain or renew a commercial registration listing real estate brokerage without proof of registry membership, and Tax Authority Circular 2 of 2020 also asks brokerage taxpayers for that proof. Registration with GOEIC therefore comes first.
Property Finder Egypt, Egypt's new real estate brokerage law (GOEIC) (2026-07) A buyer offers to pay your EGP 80,000 commission in cash at the signing. What does the brokerage law allow?
- Cash is fine if you give a receipt
- Cash is fine up to EGP 50,000
- Commission must be collected by non-cash means, and any cash payment above EGP 10,000 is prohibited
- Cash is fine if the seller agrees in writing
Article 12 bis B of Law 120 of 1982 requires non-cash collection of commissions and bans cash payments above EGP 10,000. Breaking it costs a fine of 2% to 10% of the cash amount, up to EGP 1,000,000. Ask for a bank transfer or a cheque.
Andersen Egypt, English translation of Law No. 120 of 1982 (as amended) (2026-09) Someone keeps brokering apartments in New Cairo without registering with GOEIC. What is the maximum penalty under Article 16 of Law 120 of 1982?
- A fine of EGP 10,000 to 50,000 only
- Up to two years in prison and/or a fine of EGP 50,000 to 1,000,000, plus a possible ban and closure
- A warning letter, then a fine of EGP 5,000
- Up to seven years in prison and a fine of twice the commissions
Unregistered practice carries up to two years of imprisonment, a fine of EGP 50,000 to 1,000,000, or both, and the court may ban the person and close the office for up to two years. The EGP 10,000 to 50,000 fine applies to paperwork breaches such as a missing written contract.
Andersen Egypt, English translation of Law No. 120 of 1982 (as amended) (2026-09) A landlord in Maadi tells you a handshake is enough to start marketing his flat. What does the law require for your brokerage contract?
- Nothing in writing until a buyer is found
- A WhatsApp confirmation with the agreed commission
- A contract notarised at the Real Estate Publicity Department
- A written contract with set data, such as both parties' national ID numbers, your commercial register and tax details, the property and the payment method
Article 12 bis of Law 120 of 1982 requires a written brokerage contract containing specified data, including the payment type, method, date and amount. Working without it can cost a fine of EGP 10,000 to 50,000.
Andersen Egypt, English translation of Law No. 120 of 1982 (as amended) (2026-09) GOEIC inspectors visit your office. Besides your registration, what record must every registered broker be able to show?
- A register of the transactions you handled, with copies given to the contracting parties
- Only the list of current listings on portals
- Bank statements of your clients
- The title deeds of every property you marketed
Article 11 bis obliges brokers to keep a register of their transactions, hand it and related documents to the ministry on request, and give copies to the parties. GOEIC stresses that brokers must record all deals and sales contracts.
Andersen Egypt, English translation of Law No. 120 of 1982 (as amended) (2026-09) Your buyer has signed a preliminary (primary) sale contract with the seller and paid in full. When does ownership legally pass to him?
- When the full price is paid
- When the developer hands over the keys
- When the sale is registered with the Real Estate Publicity Department (Shahr Aqary)
- When the broker signs as a witness
In Egypt, registration is a condition for transferring property rights, between the parties and against third parties. A primary contract gives the buyer a claim against the seller, but the registered contract is what makes him the owner on record. Many units still trade on primary contracts, so check the title chain.
Andersen Egypt, Real estate property registration (2023-10) Under Law 230 of 1996, as written, what limits apply to a foreign individual buying homes in Egypt?
- One property, up to 1,000 sqm
- No limit outside Cairo
- Up to five properties, any size
- Up to two properties for residence, each up to 4,000 sqm
Article 2 limits non-Egyptians to two properties across the country, for the private residence of the owner and family, each no larger than 4,000 sqm and not a listed antiquity. The Prime Minister can grant exemptions, and a 2023 Cabinet decision eased the two-unit cap for buyers paying in foreign currency.
Andersen Egypt, English translation of Law No. 230 of 1996 (2026-08) A German client bought a flat in Zamalek last year and now wants to sell it. What does Law 230 of 1996 say?
- He can sell any time after registration
- He cannot transfer it for five years from acquisition, unless the Prime Minister allows it
- He must wait two years
- He can only sell to another foreigner
Article 5 bars non-Egyptians from disposing of the property for five years from acquisition, with a possible Prime Minister exemption. A sale breaching the law is void and cannot be registered, so check the purchase date before taking the listing.
Andersen Egypt, English translation of Law No. 230 of 1996 (2026-08) An Italian couple want a freehold villa in South Sinai. What should you tell them?
- Freehold is open to them like anywhere else in Egypt
- Freehold is open if they pay in US dollars
- Ownership in North and South Sinai is reserved for Egyptians, and foreigners can hold a usufruct right instead
- Freehold is open only in Sharm El Sheikh
In North and South Sinai, real estate ownership is restricted to Egyptians. Non-Egyptians can take a usufruct (a long-term right to use) over the land and own the buildings on it, but not the land itself.
Andersen Egypt, Regulating real estate ownership for non-Egyptians (2024-01) A Saudi investor wants to buy four apartments in a New Cairo compound. What did the Cabinet change in July 2023 that matters here?
- Foreigners no longer face the two-unit cap when they pay in foreign currency
- Foreigners can buy unlimited units if they pay in EGP
- Foreigners must buy through an Egyptian company
- Foreigners can only buy in the New Administrative Capital
In July 2023 the Cabinet lifted the limit of two residential units for foreigners, on condition that the purchase is made in foreign currency. Get the payment route right from the start, because an EGP payment does not benefit from the change.
Business Today Egypt, Egypt eases restrictions on foreign real estate ownership, now requires FX for payment (2023-07) A client asks which property investment level was set in 2023 for a 5 year renewable Egyptian residence permit. What is it?
- USD 50,000
- USD 100,000
- USD 400,000
- USD 200,000
The scheme launched in 2023 links residence to property value: USD 200,000 for 5 years, with lower tiers for shorter permits. The permit lasts while the investment is kept. Tell the client to confirm the current terms with the Passports, Emigration and Nationality Administration before buying.
IMI Daily, Egypt's new residence by investment program (2023-07) Your seller sells his apartment in Nasr City. Who pays the 2.5% real estate disposal tax, and on what?
- The buyer, on the registered value
- The seller, on the gross sale value, with no deductions
- The seller, on his profit only
- Buyer and seller, half each, on the gain
The 2.5% tax under the Income Tax Law falls on the person disposing of the property, on the total disposal value, whether the contract is registered or not. It is due within 30 days of the sale, and late payment adds a fine.
Andersen Egypt, Tax on real estate disposition (2021-06) The 2026 amendments to the Real Estate Tax Law raised the exemption for a family's main home. What is the new threshold?
- Net annual rental value of EGP 100,000
- Net annual rental value of EGP 24,000
- Market value of EGP 2,000,000
- Every home is now exempt
The amendments to Law 196 of 2008 exempt one main family residence with a net annual rental value up to EGP 100,000 (about EGP 8,000,000 in value), up from the old limit. Second homes and holiday units stay taxable at 10% of the net rental value.
Daily News Egypt, Only 2 million of Egypt's 55 million properties liable for tax after amendments (2026-02) An investor wants to buy a downtown Cairo building full of old rent tenants. Under Law 164 of 2025, how long do the residential old rent contracts last?
- They ended immediately in August 2025
- Ten years for all units
- A seven year transition for residential units, five years for non-residential
- Until the death of the current tenant
The 2025 reform, published on 4 August 2025, sets a seven year transition for residential units and five years for non-residential ones. After that, leases fall under the Civil Code. Price the building with that timeline in mind.
JURIST, Egypt's rental reform: balancing property rights and social justice (2025-12) During the old rent transition, how is a residential rent in an area classified as prime adjusted?
- Doubled, then fixed
- Multiplied by 10, minimum EGP 250 a month, no yearly rise
- Set at market rent from the first month
- Multiplied by 20, minimum EGP 1,000 a month, then raised 15% each year
Prime areas move to 20 times the old rent with a EGP 1,000 monthly floor, middle areas to 10 times with EGP 400, and economic areas to 10 times with EGP 250. All rise by 15% a year during the transition.
Egyptian Streets, President El-Sisi ratifies amendments ending old rent arrangements (2025-08) A cash buyer cannot explain where his money comes from, and you report it as suspicious. He later asks if you reported him. What does the AML law say?
- You must tell him, as he has a right to know
- You must not tell him: tipping off about a report is prohibited, and records must be kept at least five years
- You can tell him once the deal is cancelled
- You only report deals above USD 15,000 anyway
Law 80 of 2002 covers real estate brokers handling sales and purchases. Suspicious transactions go to the AML unit at the Central Bank of Egypt whatever the amount, disclosing the report to the client is prohibited, and records are kept for at least five years.
