How to become a real estate broker in Umm Al Quwain and Fujairah

Updated 15 October 2026 · Checked against official sources

Umm Al Quwain and Fujairah are smaller markets, but both are seeing new projects. They handle brokers very differently online: Umm Al Quwain publishes a clear realtor card service, while Fujairah publishes almost nothing about broker licensing.

The short version

  1. In both emirates, start by joining a licensed real estate office.
  2. In Umm Al Quwain, the office’s agents need a realtor card from the Department of Land and Property: ⃃ 1,100 for a new card, ⃃ 600 to renew.
  3. In Fujairah, the municipality does not publish a broker card service. Ask the office and Fujairah Municipality what applies to you.

Umm Al Quwain: the realtor card

Brokerage in Umm Al Quwain is governed by Law No. 2 of 2005, amended by Law No. 7 of 2023, one of six real estate laws issued in September 2023. The card is issued by the Umm Al Quwain Department of Land and Property.

Who can apply

UAE citizens, UAE residents and GCC citizens working for a real estate office. There are separate cards for agents and for office managers or owners.

Documents for an agent card

  • Copy of Emirates ID and passport
  • A delegation letter from the office
  • The office’s real estate trade licence
  • A photo

Fees for an agent

ItemNew card (⃃)Renewal (⃃)
Application fee100100
Service fee1,000500
Total1,100600

For a renewal you also attach your expired card.

Validity and channels

The department states that the manager’s realtor card is valid for one year, and that renewal can be done online on uaq.ae, through the Smart UAQ app or in person. The agent card pages do not state the validity or channels, so confirm with the department. We found no published training course or exam requirement for the UAQ card.

Fujairah: what is actually published

Real estate in Fujairah falls under Fujairah Municipality, which runs the Ejaar system for tenancy contracts.

In 2023 Fujairah approved two real estate laws:

  • Law No. 3 of 2023 on jointly owned property,
  • Law No. 4 of 2023 on escrow accounts for real estate development.

Neither law is about brokers. We checked the municipality’s published services guide and found no service for a broker card or broker registration. So we cannot tell you of a Fujairah broker card, a fee or an exam, because the authority does not publish one. Start with an office that can show you its trade licence, and ask the municipality directly before you work on any deal.

Before you sign

  • Ask to see the office’s trade licence and, in UAQ, its realtor cards.
  • Ask who pays your visa and card fees.
  • Keep a copy of your card once it is issued.

Both emirates publish limited information. This guide was checked on the date shown above. Always confirm with the UAQ Department of Land and Property or Fujairah Municipality before you pay anything. CloserPass is not affiliated with either authority.
