The market in Rabat
Rabat property transactions jumped 61.2% quarter on quarter in Q2 2026 while prices rose 1.9%, the strongest sales growth among Morocco's large cities (Bank Al-Maghrib and ANCFCC, August 2026).
Rabat, the capital, has been the strongest of the big four markets: official data show prices up 3.5% and transactions up 15% in 2025, and sales jumped 61.2% quarter on quarter in Q2 2026 with prices up 1.9%. Demand is anchored by civil servants, embassies and head offices in Hay Riad, Souissi and Agdal, while the Bouregreg valley between Rabat and Salé has become a showcase with the Grand Theatre, the marina and the 250-metre Mohammed VI Tower. Cheaper demand spills south to Temara and Harhoura and across the river to Salé.
- Foreign buyers
- Foreigners can buy freely in Rabat on the national rules, and titled stock is the norm in recent buildings in the main districts. Rabat was the hub of AFCON 2025, with the 68,000-seat Prince Moulay Abdellah stadium, and is a 2030 World Cup host city.

- Agent licence
- Morocco has no broker licence, no professional card and no entry exam: the job of real estate agent is not defined by any law. A draft law on the status of real estate agents (bill 36.17, 37 articles) was filed in February 2014 and sent to the Secretariat General of the Government in 2017; it would require a clean criminal record and either a two-year post-baccalaureate degree or five years of experience. The Housing Minister promised in October 2023 to relaunch it, but in March 2025 Bladi reported it was still not adopted, and in November 2025 Rabat agents told Le Brief the profession still had no legal framework. No adoption had been found as of October 2026. A voluntary national register counted about 1,312 agents in 2023 (Le360). Agents work under ordinary company and tax law, and the trade is dominated by informal intermediaries called samsars. The full guide
