Real estate careers in Eastern Province

Jobs, neighbourhoods, where to invest, agencies and training for brokers in Eastern Province. Real estate in Saudi Arabia is regulated by Real Estate General Authority (REGA), with rules that differ from the UAE.

The market in Eastern Province

Dammam recorded about 2,900 home sales worth SAR 3.6 billion in Q1 2026, with value up about 48% year on year while Riyadh and Jeddah declined (Cavendish Maxwell via Arab News, July 2026).

The Dammam Metropolitan Area joins Dammam, Al Khobar and Dhahran, the home of Saudi Aramco, into the Kingdom's third market with about 824,000 homes. It is the most affordable of the three big metros and in 2026 the fastest growing, with Khobar apartments priced above Dammam's. Demand leans on energy and industrial employers and on Gulf-facing waterfront living.

Foreign buyers
No foreign ownership zones had been designated in Dammam, Khobar or Dhahran in the June 2026 zones document, which covers only Riyadh, Jeddah, AlUla, Makkah and Madinah. Non-Saudis legally resident in the Kingdom can still buy one home for their own use here under the residents' exception, while non-residents have no route to buy until zones are added. GCC nationals keep their rights under the separate GCC ownership statute.
Broker licence
Nobody may broker or market property without a REGA licence, issued under the FAL brand and applied for online through REGA's brokerage platform. Under the implementing regulations an individual must be at least 18, have full legal capacity and a clean record, complete REGA's qualification programme for each activity and pay the fee; the licence lasts one year and can be extended up to five, with renewal requested within 60 days of expiry. From 1 September 2026 first-time applicants take three mandatory remote courses (brokerage, marketing, anti-fraud and money laundering) and an in-person exam set by the Saudi Real Estate Institute. The regulations set no nationality rule, but brokerage and real estate marketing have been 100% reserved for Saudi nationals by the labour ministry since October 2021, so in practice non-Saudis cannot work as licensed brokers; official fee amounts are not published in the regulations.
