All Emirates. Visas, mortgages, VAT and anti-money laundering rules are federal. Property registration, broker licences and fees depend on each emirate. See the 7 emirates.

A

Abu Dhabi rent freeze

Abu Dhabi only. On 2 June 2026 ADREC cut the allowed annual rent increase from 5% to 0% until further notice, for residential, commercial and industrial property, measured against the last Tawtheeq contract. ADGM is excluded. Dubai still follows its own rental index.

ADGMAbu Dhabi Global Market

Abu Dhabi. An international financial free zone with its own legal and regulatory framework, so several emirate-wide Abu Dhabi real estate rules, such as the 2026 rent freeze, do not apply inside it.

ADRECAbu Dhabi Real Estate Centre

Abu Dhabi only. The emirate's real estate regulator, set up in November 2023 under the Department of Municipalities and Transport. It licenses brokers and developers, registers transactions and leases, and runs Madhmoun and Tawtheeq. It is the Abu Dhabi counterpart of the DLD and RERA in Dubai.

Ajman practice cardReal estate activity practice card, Ajman

Ajman only. The one-year card that lets an employee of a registered real estate office practise brokerage in Ajman. It is issued by the Department of Land and Real Estate Regulation through its UAE PASS e-services, after an accredited qualification programme and a criminal clearance check.

Ajman registration fee

Ajman only. The fee for registering a property sale with the Department of Land and Real Estate Regulation, paid by the buyer: 3% of the value (minimum AED 3,000) for non-citizens, or 2% (minimum AED 2,500) for UAE and GCC nationals. The title deed costs AED 350 on top.

AjmanREDepartment of Land and Real Estate Regulation, Ajman

Ajman only. The government department that regulates Ajman real estate, set up by Emiri Decree No. 7 of 2017. It handles registration, transfers, mortgages, valuations and title deeds, with an e-services portal that accepts UAE PASS.

Al Marjan Island

Ras Al Khaimah. A man-made island and one of the emirate's freehold areas where foreigners can buy, alongside places such as Mina Al Arab and Al Hamra Village. Transfers are handled by RAK's land authorities, not the DLD.

Amiri Decrees No. 7 and 8 of 2008

Ajman only. The decrees that regulate land and property in Ajman and let non-GCC buyers own freehold, or hold renewable 50-year leaseholds, in areas designated by the Ruler.

ARRAAjman Real Estate Regulatory Agency

Ajman only. The agency founded in 2008 to set real estate policy and propose legislation in Ajman. The name still appears in older documents, while day-to-day regulation and registration now sit with AjmanRE.

B

Booking form

The developer form a buyer signs to reserve an off-plan unit, usually with a booking deposit. It fixes the unit, price and payment plan until the SPA is signed.

Documents

BRNBroker Registration Number

The personal registration number on a broker's RERA card. To get it, a broker must join a licensed brokerage, pass the DREI course and exam and get police clearance, then renew it every year, which now includes an annual DLD test.

C

Capital appreciation

The rise in a property's value over time. It is never guaranteed, so brokers should present past data, not promises.

Investment

Cash-on-cash return

Yearly cash flow after all costs and mortgage payments, divided by the cash actually invested (down payment plus buying costs).

Investment

CDDCustomer Due Diligence

Customer Due Diligence: identifying and verifying a client and, for companies, their beneficial owners. If it cannot be completed, the deal should not proceed, and records must be kept at least five years.

Comparables

Recent sales or rents of similar units nearby, used to price a property. DLD transaction data is the most reliable base.

Investment

Conveyancing

The paperwork and coordination that take a sale from signed MOU to registered transfer: NOC, mortgage payoff, cheques and the trustee appointment. A conveyancer can be hired to manage it.

Buying and mortgages

CRMCustomer Relationship Management

Software that stores every lead, contact, note and follow-up. Good CRM discipline turns slow leads into deals months later.

Brokerage

D

DEWADubai Electricity and Water Authority

The Dubai Electricity and Water Authority, which supplies power and water. Tenants usually need a registered Ejari to open an account, and the DEWA bill also carries the Dubai Municipality housing fee.

DLD waiver

A developer promotion where the developer pays all or part of the buyer's 4% DLD fee. It is a marketing incentive, not an exemption from the fee.

Off-plan

DNFBPDesignated Non-Financial Businesses and Professions

Designated Non-Financial Businesses and Professions, the AML category that includes real estate brokers. DNFBPs must register on goAML and follow AML rules.

DXB Interact

A free online platform that publishes Dubai sales and rental transaction data drawn from DLD records. Brokers use it to check recent prices by building or area before advising a client.

Off-plan

F

Federal Decree-Law No. 10 of 2025

Federal, all emirates. The UAE anti-money laundering law in force since 14 October 2025, which repealed the 2018 AML law. It keeps real estate brokers as DNFBPs with due diligence, beneficial ownership, sanctions screening and reporting duties wherever they are licensed.

First-Time Home Buyer Programme

A DLD programme for UAE residents aged 18 or over who do not already own freehold residential property in Dubai, for homes under ⃃ 5 million. It gives access to developer and bank offers and instalments on the DLD fee.

Flipping

Buying a property, often off-plan, and reselling it quickly for a profit. Fees, commission and developer resale rules can wipe out a thin margin.

Investment

H

Law No. 3 of 2015

Abu Dhabi only. The law regulating the Abu Dhabi real estate sector, including brokerage, development and escrow. Amended by Law No. 2 of 2025 (in force 2 August 2025), which bars using escrow funds for land or brokerage fees and blocks withdrawals before 20% construction.

Lead

A potential client who has shown interest, such as a portal enquiry or ad form. A qualified lead has a confirmed budget, need and timeline.

Brokerage

Liability letter

A letter from the seller's bank stating the exact amount needed to clear the mortgage. Buyers, banks and trustees rely on it to arrange the payoff on transfer day.

Documents

M

Madhmoun

Abu Dhabi only. ADREC's verified listing service and advertising permit. Every property ad in Abu Dhabi needs a valid Madhmoun permit requested through DARI, the owner controls who may advertise, and up to three approved brokers can list the same property. Not to be confused with Madmoun, the DLD's QR ad check in Dubai.

Mollak

The RERA system for jointly owned buildings. Owners association budgets and service charges are approved and tracked through it, and owners can pay service charges online.

Mortgage pre-approval

A bank's conditional agreement to lend up to a set amount, based on the buyer's income and debts. It tells the agent what the buyer can really afford, but the final loan still depends on the valuation.

Buying and mortgages

N

NOCNo Objection Certificate

A letter from the developer confirming there are no unpaid service charges or other dues on the unit. DLD will not register a resale transfer without it, and the developer charges a fee.

Non-freehold area

An area where ownership is reserved to UAE and GCC nationals, such as many older central neighbourhoods. Foreign buyers should be pointed to designated freehold areas.

O

Off-plan premium

The difference between the original off-plan price and what a buyer will pay for the unit on resale. It is a profit only after fees and commission.

The form a buyer signs to take a unit off the market while the paperwork is prepared, usually against a deposit. On off-plan it is often the same as the booking form.

Documents

Authorities and platforms

A developer document showing a specific unit, its size, price and payment plan. It is a quote, not a contract, and prices can change until the unit is booked.

Documents
